Synthetic update: Enable BFCache in Chrome Agents

bfcache is now enabled on our Chrome test agents.
Very few test scripts make use of backwards / forwards navigation so it has no impact on test results.
Lighthouse produces a warning if the flag that disables the bfcache is set and this change means that warning will no longer appear.
